The FinTech Office was established following the launch of the Brunei Darussalam Financial Sector Blueprint (2016 - 2025). The function is responsible for fostering innovation specifically in the area of financial technology. It also runs and operates the FinTech Office, which serves as a one-stop virtual facilitation office where interested parties may contact Brunei Darussalam Central Bank (BDCB) on any matters related to FinTech.
On 27th February 2017, BDCB formally issued the FinTech Regulatory Sandbox Guidelines, which aims to aid in the development of FinTech companies in Brunei Darussalam through the creation of a regulatory sandbox.
This regulatory sandbox allows the testing of FinTech products and services through the usage of a framework that enables qualified companies or businesses to experiment with innovative solutions in a relaxed regulatory environment, for a limited period of time and boundaries.
On 9th December 2020, BDCB issued the amended FinTech Regulatory Sandbox Guidelines, where the application process has been streamlined to reduce the application assessment time.

The time required to fully access the application is dependent on its completeness and complexity, and the specific legal and regulatory requirements involved. BDCB will work together with the applicant on any further refinements that might need to be made to the application during this phase.
Due to the explanatory nature of the sandbox approach, the applicant is allowed to make adjustments to the application for resubmission (for example, refining the boundary conditions) after discussing with BDCB. Applicants will be informed in writing whether to proceed with the sandbox.
Once approved the sandbox is launched and the sandbox entity may begin testing. BDCB and the sandbox entity will be in constant communication on the progress of the testing.
